Only four men did not agree with this. They were Asahel's son, Jonathan, Tikvah's son, Jahzeiah, as well as Meshullam and Shabbethai, the Levite.

No one was opposed to the plan except Jonathan son of Asahel and Jahzeiah son of Tikvah, who had the support of Meshullam and of Shabbethai, a Levite.
Only Jonathan son of Asahel and Jahzeiah son of Tikvah opposed this, with Meshullam and Shabbethai the Levite supporting them.

With the exception of four men, Jonathan (son of Asahel), Jahzeiah (son of Tikvah), Meshullam, and Shabbethai (the Levite), everyone supported this plan. Ezra selected one leader from each tribe to represent his people and recorded their names. These tribal leaders then gathered on the first day of the tenth month to begin the inquiries.
Only Jonathan the son of Asahel and Jahzeiah the son of Tikvah stood up against this; and Meshullam and Shabbethai the Levite helped them.
Therefore Jonathan, the son of Asahel, and Jahaziah, the son of Tikvah, stood upon this thing; and Meshullam, and Shabbethai, deacons, helped them. (And so only Jonathan, the son of Asahel, and Jahaziah, the son of Tikvah, stood against this; and Meshullam, and Shabbethai, a Levite, supported them.)
